Oregon continues to combat Abusive Tax Avoidance Transactions Oregon is participating in a new program administered by the Multistate Tax Commission (MTC) offering taxpayers a chance to come forward if they have participated in abusive tax avoidance transactions. For information on the program and how to participate, visit the MTC website. Oregon will not assess the following penalties to taxpayers that properly participate in the program:
- Substantial Understatement of Income penalty (ORS 314.402), (20%).
- False or Fraudulent Return penalty (ORS 314.075), (100%)
- Failure to File penalty (ORS 305.992), (100%)
