Here's a statement of philosophy from the American Council of Teachers
of Foreign Languages(ACTFL).  You can see the web page at www.actfl.org.

"Language and communication are at the heart of the human experience.
The United States must educate students who are linguistically and
culturally equipped to communicate successfully in a pluralistic
American society and abroad. This imperative envisions a future in which
ALL students will develop and maintain proficiency in English and at
least one other language, modern or classical. Children who come to
school from non-English backgrounds should also have opportunities to
develop further proficiencies in their first language. "


There's also several reports that are available at the ACTFL site.  One
of particular interest to those who are concerned about health literacy
pertains to 'Languages Across the Curriculum.'  This report gives
examples of foreign language programs that are crossing over into
courses in the humanites, behavioral and natural sciences, and
mathematics.   This would include those occupational Spanish classes
that specialize in Spanish for health care workers and medical
personnel.
