IN RESPONSE, PLEASE January 8, 2009
The Commission met with the Advisory Committee on Reactor Safeguards (ACRS) to discuss the Committee’s recent accomplishments and its ongoing and future activities. The Committee noted that it will be challenged by the number of reviews now, or soon to be, underway. In addition, unexpected changes made to design certification applications present extra challenges for efficient and timely review. ACRS presented updates on three areas of activity: pressurized water reactor (PWR) sump performance issues, power uprates for boiling water reactors (BWRs), and TRACE computer code development. The staff should consider what has been learned from the analyses of PWR sump performance and determine if issues have arisen that call for revisiting BWRs. With regard to power uprates for BWRs, consistent with previous Commission direction, the staff should continue working to resolve the differences of opinion between the Committee and the staff concerning containment overpressure credit, and as necessary and appropriate, provide policy decision papers to the Commission if a resolution cannot be reached.
