The goal for preparing Guidelines is to provide criteria under which districts who receive Central Valley Project (CVP) water under water service or repayment contracts, water rights settlement contracts, or exchange contracts can participate in groundwater banking programs outside their contract service areas. 

The use of CVP water for water banking purposes will provide CVP contractors’ operational flexibility and will facilitate better management of CVP water supplies for drought planning and water supply reliability.
