CONGRESS RECONVENES TO STRIP CONTROVERSIAL PROVISION OF APPROPRIATIONS BILL

Herseth Calls on Congress To Allow for Appropriate Consideration of Legislation; Focus on Legislative Priorities Earlier in the Year
December 6, 2004, Washington, DC – The U.S. House of Representatives reconvened today to strip language from the Omnibus Appropriations bill that would open up individuals’ tax returns to members of the Appropriations Committee. Rep. Stephanie Herseth voted to strike that provision from the bill, and said that the inclusion of the language was symptomatic of larger problems in the way Congress considers legislation. She called for a mandated increase in the amount of time members of Congress have to consider legislation, as well as a renewed focus on the work of the people earlier in session.

“It is unconscionable that some would attempt to give a member of Congress, and their staff, the ability to sift through any American’s federal tax return. I’m pleased that we were able to fix this problem before it became law,” Herseth said.

She also noted that the process of waiting until the final days of the Congress to complete work on the federal budget is a problem that needs to be fixed. “Members of Congress were given mere hours to review a $388 billion, 3,300 page budget for the United States of America,” Herseth continued. “The fact that this egregious provision was included in a bill that passed both the House and Senate speaks not only to this unacceptable timeframe for review of legislation, but the rush to get a budget passed that should have been concluded months ago. Congress serves the people, and the way this budget was handled is an embarrassment.”

Herseth concluded, “It’s also a shame that Congress is going to go home without passing either a transportation bill or an energy bill. I’m hopeful that we can pass the intelligence reform bill this week, and that we can do a better job of managing and prioritizing these important issues in the 109th Congress.”
