Offerors are responsible to inquire with the PCO to assure that the electronic proposal submitted has, in fact, been received by the PCO. This must be done by the date/time set in the solicitation for "receipt of offers."
If "snail mail" is used the proposal must be digitized on a 3.5 inch floppy diskette(s) or Compact Disk or an Iomega Zip Disk, labeled with the file names and formats (Word, Excel, Lotus, etc.).

The US Army Tank Automotive Armaments Command Acquisition Center at JM&L Contracting Center, Picatinny Arsenal, New Jersey, in an effort to comply with Army Material Command's mandate to go paperless by Year 2000, has set the following milestones for its paperless contracting process. Effective 1 January 1999, solicitations will be in electronic format only. Solicitations will be posted to our electronic commerce and business opportunity website at http://procnet.pica.army.mil. Notices of proposed contract actions will still be published in the CBD. Effective 1 January 1999, proposals will only be accepted in electronic format. We plan to limit electronic format of proposals to electronic mail, 3.5 inch floppy disk, CD or Zip Drive Diskettes. Hard copy diskettes by themselves will not be accepted. Additional information will be posted as available as well as to the web site identified above. For individual solicitations, the point of contact is the respective Contracting Officer identified in each CBD Notice and associated Solicitation.
