NASA/GRC has a requirement to develop advanced thermal energy conversion technologies. The supplies and services can only be provided by CREARE because this development work is building on previous research and requires the use of test hardware built exclusively for this line of investigation. The "Beta" optical cavity constructed in 2006 is specifically designed for optical cavity efficiency measurement with the ability to quantify parasitic or mechanical heat losses.
The proposal is unsolicited and NASA/GRC intends to award to CREARE Engineering Research and Development.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact Syreeta Stewart, syreeta.j.stewart@grc.nasa.gov, not later than 4:30 p.m. local time on January 6, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
