This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) for HYDRAULIC QUICK DISCONNECTS AS DESCRIBED BELOW.

TVC Engineering Model Hydraulic Quick Disconnect Requirements December 4, 2008 QD Requirements:

Specifications: QDs must meet AS1709 class 4000 type II with additional requirements as indicated below. Fluid Medium: QDs shall be compatible with the hydraulic fluid Mil-PRF-83282. Working Pressure: QDs must be able to withstand working pressures of 4000 psig. Vacuum: The vacuum test level shall be 29.7 in. Hg below atmosphere. This is a stronger vacuum than the stated requirement in the AS1709 specifications. Flow rate: Both the 5/8” and 3/4” connectors in system shall be capable of a flow rate of up to 18 gpm. 1/4” QDs shall meet flow and pressure drop requirements of AS1709. Delta P: Pressure drop across 5/8” and 3/4” QD shall be no greater than 20 psi at 18 gpm. Operating Temperature: The QDs shall be able to operate within a temperature range of -40° F to +275° F Quantities: Please quote the quantities in the table below for the following coupler components:

Material: Stainless Steel Mounting: male QDs need to be able to be mounted on a panel. Panel-mounted QDs will have male bulkhead end connections. End Connection: -Male bulkhead 37° flare connection with AS1098 fitting end with seal ring per AS1097 ring (tube end needs some sealing capability besides metal to metal contact). If this is not possible male 37° flare connection per AS4396 will be considered. -Hex nut must accompany male bulkhead QD and must be drilled for lockwire. - Female half of coupling must have end connection per AS1098 or MS33656. Pressure Caps: Pressure caps must accompany male connectors. Pressure caps shall be rated for the same working pressure as the connector. Dust Plugs: Dust plugs must accompany female connectors.

Cleanliness Requirements:

Cleanliness: In addition to the AS1709 requirements, the couplings must meet IEST-STD-CC1246D level 100. The following cleanliness standards/levels are considered acceptable alternatives for this application: SAE AS4059 class 5, or ISO 4406 level 3/10.

If the vendor cannot provide the above cleanliness level, the coupling must be able to be flushed without being taken apart.

Delivery Requirements:

Delivery Date: NASA’s anticipated need date is April 1, 2009 Delivery Cost: Cost of delivery shall be included in the quotation.

The provisions and clauses in the RFQ are those in effect through FAC 2005-06.

The NAICS Code and the small business size standard for this procurement are 332912 and 500 respectively. The offeror shall state in their offer their size status for this procurement.

All responsible sources may submit an offer which shall be considered by the agency.

Delivery to NASA GLENN RESEARCH CENTER, 21000 BROOKPARK RD, CLEVELAND, OH 44135 is required within 90 days ARO. Delivery shall be FOB Destination.

Offers for the items(s) described above are due by noon, 12-19-08 to NASA GLENN RESEARCH CENTER, MS 500-306, 21000 BROOKPARK RD, CLEVELAND, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructions to Offerors-Commercial Items, which is incorporated by reference.

If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin.

FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable.

FAR 52.212-5 (JUNE 2008), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable.

All contractual and technical questions must be in writing (e-mail or fax) to KONRAD MADER not later than 12-17-2008. Telephone questions will not be accepted.

Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement.

Offerors must include completed copies of the provision at 52.212-3 (JUNE 2008), Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.
