The NASA/Stennis Space Center Office of Procurement intends to issue a sole source, firm fixed price contract to Aastra Intecom, Inc. to provide all resources necessary for the maintenance of the Government-owned PointSpan Telephone Switch system located at Stennis Space Center, MS. The contractor will be required to provide maintenance for the equipment’s software, which includes upgrades, updates, error correction, and functionality improvements. This maintenance also includes support for QuickCOM (software that collects, manages, and communicates information to a central repository), Universal Computer Protocol (UCP), and HP and Dell Servers. In addition, the maintenance requirements include providing 24x7 telephone consultation services, monitoring of the equipment automatic failure notifications, remote diagnostics and remote polling, providing access to maintenance information bulletins, and allowing for defective parts exchange. The period of performance for this requirement is January 1, 2009 through December 31, 2010.
Aastra Intecom is the only known vendor that can provide these services, as the system’s hardware components and software are a critical part of the functionality of the system and is proprietary to Aastra. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR 6.302-1 and FAR Part 12. The Government believes only one responsible source can provide the services that will satisfy the agency's requirements.
This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact no later than 3:00 p.m. (local time) on December 22, 2008. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 518210 and $25.0 million, respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. It is anticipated that Solicitation No. NNS08276217Q will be issued to Aastra Intecom, Inc. on or about December 23, 2008 with their response due no later than 3:00 p.m. December 29, 2008.
