NASA/ARC plans to issue a Request for Proposal (RFP) for Business Operations and Technical Services (BOATS).
This presolicitation synopsis is issued to separate the BOATS acquisition from the BOATS-LOGISTICS-STATUS-INFORMATION which was posted November 27, 2007.
The current five-year BOATS contract was awarded to Planners Collaborative Inc. on contract number NNA04CA76C, based on a competitive Small Business set-aside. The current estimated value of this cost-plus-award-fee contract is $46M. A contract extension through June 30, 2009 is planned.
The current contract provides support for users and occupants of Ames Research Center under Business Operations and Technical Services (BOATS). The principal purpose of this contract is to provide a variety of professional and para-professional support to various organizations at Ames. Examples of the support or areas of support are: scientific and technical information for video, photo, publications, printing and library services; human resource management and training; acquisitions; equal opportunity and affirmative action; commercial technology; public affairs and education outreach; legal office; and related administrative programs.
This acquisition will be set aside for Small Businesses.
The NAICS Code and Size Standard are 561210 and $35.5M respectively.
The work will be performed primarily at Ames Research Center (ARC), Moffett Field, California.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
The tentative BOATS schedule is:
• Issuance of Draft documents – November/December 2008;
• Comments on Draft Solicitation – December 2008 / January 2009;
• Final solicitation – 2nd Quarter FY 2009 (January – March 2009);
• Proposals Due – 2nd Quarter FY 2009 (January – March 2009);
• Contract award – May 2009;
• Phase-In – June 2009
All responsible sources may submit an offer in response to the Final Request for Proposal (RFP) which shall be considered by the agency. Please note the Final RFP is anticipated to be released 2nd Quarter Fiscal Year 2009.
