NASA/LaRC has a requirement for an additional Optical Receiver Lens, 1 each.
NASA/LaRC intends to purchase the item from Advanced Scientific Concepts, Inc as they are the only known source able to supply the additional optical receiver lens for use with two 3-D Imaging Flash Lidar systems currently supporting mission critical projects at NASA LaRC. This new lens will be interchangeable with an existing lens, allow NASA personnel to conduct a series of experiments, and compare the performance of the Flash Lidar at two different operational wavelengths. The 3-D Imaging Flash Lidar is particularly critical to the robotic and human lunar missions. The new lens will have the same mechanical and optical characteristics as the existing lens. It would take substantial duplication of time and money for another company to offer a similar product that would meet this requirement.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 09/26/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
