NASA-GRC intends to award a sole source contract modification on or about September 30, 2008 to L-3 Communications Electron Technologies, Inc. of Torrance, CA for a 40 W, 25.65 GHz TWTA for communications to the TDRSS satellite. Under contract, L-3 has already developed and built two units of the 2300HE TWTA for the Lunar Reconnaissance Orbiter (LRO) mission. The Contractor will use residual parts from this effort to provide the required 40 W, 25.65 GHz TWTA. Any other contractor would be required to repeat design and testing activities which have all ready been accomplished. As such, L-3 is the only source that has the unique knowledge base, internal technical data and experienced personnel to successfully perform this extended contract effort. This is not a formal solicitation. This synopsis is not considered a request for proposals. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 P.M. Eastern time on September 30, 2008. Such capabilities and qualifications will be evaluated solely for the purpose of determination whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. An Ombudsman has been appointed, See NASA Specific Note "B".
