NASA/LaRC has a requirement for a MTS Flextest 40 Controller, 1 each.
NASA/LaRC intends to purchase the items from MTS Systems Corporation as they are the only commercial source able to provide test frame controllers that are fully compatible with existing MTS Flex Test SE controllers. Full compatibility with existing MTS Flex Test systems is required to allow flexibility for additional/future testing requirements where controllers will be linked together during operation of multi-actuator structural test systems. It would take substantial duplication of time and money for another company to offer a similar product that would meet this requirement. In addition, switching to a different system would result in the loss of valuable time and funds to train personnel in the operation of the system.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 09/18/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
