NASA/LaRC has a requirement for spare parts and equipment for the Liquid Nitrogen Plant provided under NASA Contract NNL06AA32C.
NASA/LaRC intends to purchase the items from Air Products and Chemicals (APCI) under the statutory authority of 10 U.S.C. 2304(c )(1), only one responsible source available and no other type of supplies will satisfy agency requirements. The equipment and hardware must be maintained to original specifications in order to meet the performance, safety, and reliability that NASA has required in the referenced contract. Replacement hardware must be obtained directly from APCI to maintain these performance parameters. APCI either directly manufactures this equipment and components or has developed a proprietary specification with it’s suppliers to provide customized components through global supply agreements for their plants worldwide.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 7, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
