NASA/KSC has a requirement for Micro Motion Coriolis Elite Sensors (3 EA), MVD Multivar Flow and Density Transmitter (3 EA), Insulation Jacket CMF400M (3 EA), and Shield Cable (3 EA).
NASA/KSC intends to purchase the items from Emerson Process Management/Micro Motion. The flowmeters will be qualified for the liquid hydrogen (LH2) and liquid oxygen (LOX) cryogenic system for the Constellation Program. Qualification will include compliance testing (error band, repeatability, electrical and mechanical interfaces, etc) to existing requirements for Coriolis mass flowmeters as well as testing against Constellation requirements. These systems require flowmeters with no moving parts that could break off into the flow path which can provide a mass flow measurement of fluids in the -190 to -255 degrees of Celsius temperature range.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Jessica.r.paglialonga@nasa.gov not later than 4:30 p.m. local time on Wednesday, July 9, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
