Description
 
NASA/JSC plans to issue a Request for Proposal (RFP) to provide Program Integration & Control (PI&C) support for the continued research, development, and operation of the International Space Station (ISS) in areas such as Information Technology (IT) Integration, IT Application Management, Program Information Technology, Systems Analysis and Integration, International Partner Integration, Spacecraft Integration, Safety and Mission Assurance, Engineering and Technical Services, Resource and Budgetary Analysis, Program Schedules, and Configuration and Data Management.

This procurement is 100% set-aside for small business concerns.

The NAICS Code and Size Standard are 541712 and 1000, respectively.

The anticipated release date of the DRAFT RFP is on or about July 2008. The anticipated release date of the FINAL RFP is on or about September 2008, with an anticipated proposal due date of or about December 2008.

The Government is anticipating an Industry Day on or about June 2008. Updated information concerning the acquisition and schedule can be viewed at the following website as it becomes readily available:

The Government is seeking input on how to best implement the requirements outlined on the website referenced above. Parties are asked to provide specific information on strategies to reduce the overall cost of Program Integration & Control (PI&C) for ISS while maintaining quality and responsiveness and the optimal contract type, including feasibility of using fixed-price contract types.

Part of the requirements for PI&C will come from the current PI&C Contract, NNJ04AA01C. The remaining requirements envisioned will be new requirements which are not yet under contract, but will be included in the Draft RFP.

The PI&C Contract is anticipated to have a Period of Performance (POP) for at least five years.

A phase-in period of the anticipated contract of approximately 45 days is planned.

An ombudsman has been appointed – See NASA Specific Note “B”.
