Description
 
NASA/GSFC intends to contract, on a sole source basis, with the University of Michigan, Department of Atmospheric, Oceanic, and Space Science, the services of a project scientist whose responsibilities shall focus on the implementation of NASA's Modeling, Analysis, and Prediction (MAP) program goals. The project scientist will provide overall direction for projects that are unique to NASA's Earth system modeling, in which the application of the Agency-sponsored Earth System Modeling Framework is brought to bear on the atmospheric, oceanographic, and chemical models being funded by the program. The contractor is required to have an extensive knowledge of the scientific and computational aspects of NASA's Earth system models, with the computational infrastructure necessary to support their evolution, and broad experience with the programmatic and strategic structure of the Agency. With this expertise the contractor shall develop strategic goals for the MAP program; define projects to support its goals; review program and project plans; consult on priorities and reconcile resource conflicts; and integrate information from MAP program and national community teams.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 12, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
