Small Business Office Programs


Mentor-Protégé Program

The NSA Pilot Mentor-Protégé Program seeks to encourage major DoD prime contractors (mentors) to develop the technical and business capabilities of small disadvantaged businesses (SDBs) and other eligible protégés. The NSA Mentor-Protégé Program executes its Mentor-Protégé Program in accordance with the Department of Defense Mentor-Protégé (MP) Program. The primary thrust of the NSA Mentor-Protégé Program is the transfer of state-of-the-art technology to the protégé. This will allow the protégé firm either to create or expand a market niche and become a preferred supplier to the mentor and other leaders within the protégé's industry segment. Review the Technology Transfer Fact sheets for ideas on technologies of interest to NSA for this program.

The NSA program requires the following criteria in addition to those listed in DFARS Appendix I:

  • All Mentor Protégé Agreements must include meaningful participation from Historically Black Colleges and Universities/Minority Institutions (HBCU/MIs).
  • Potential protégé firms must demonstrate the ability to dedicate significant financial and management resources to the program.
  • Although not a requirement, small businesses interested in becoming protégés should have an existing relationship with the mentor. Mentor-Protégé Agreements based on prior relationships have been successful at other defense agencies and military services.

  • Science Applications International Corporation/Wood Consulting Services, Inc.

Subcontracting Monitoring Program

The Subcontracting Monitoring Program seeks to track the performance of subcontracting plans by the top 25 large contractors performing work at NSA. The purpose of this program is to improve subcontracting plans, which will result in increased subcontracting opportunities for small businesses.

Veteran-Owned Small Business Program

The NSA Office of Small Business Programs, along with senior leadership, has undertaken an aggressive outreach effort to identify small business concerns that are owned and controlled by veterans and service-disabled veterans. The purpose of this outreach effort is to improve both prime contracting and subcontracting opportunities for veteran and service-disabled veteran-owned small business concerns. NSA is committed to making the largest possible number of prime contracting and subcontracting opportunities available to such firms.
