Environmental Management System


According to Executive Order 13148, all federal facilities and agencies must have a qualified Environmental Management System (EMS) established by 31 December 2005. A key part of establishing an EMS is the creation and maintenance of an EMS policy statement, in accordance with the requirements and specifications of EO 13148 and the International Standards Organization's ISO 14001 (a widely known and accepted international standard for EMS development, which was established in 1996 and is acknowledged by the U.S. Environmental Protection Agency).

This document establishes policy for environmental management and security within the NSA/CSS, including the Service Cryptologic Elements (SCEs). It establishes guidance to promote sound environmental management worldwide by conducting authorized Signals Intelligence and Information Assurance activities in compliance with applicable environmental statutes, regulations, Executive Orders, and other legal requirements; to continually protect, preserve, restore, and enhance the quality of the environment; to prevent pollution and minimize or eliminate adverse environmental impacts; and to ensure that NSA/CSS overseas activities comply with host country standards under Status of Forces Agreements, or U.S. requirements, whichever are more strict.
