Lucille, I agree with your philosophy of using O-G with any struggling
readers. I, too, don't always bother with the assessment part. Really, it is
just a great way to teach reading to anyone. All would benefit from
learning the structure of the English language more thoroughly. The O-G
approach gives English a structure and organization. The philosophy of "all
can benefit" is an example of "universal design" - a buzz term that seems to
be prevalent these days. --All of this is not to discount the value of the
"whole language" approach. It is just that struggling readers especially
benefit from the direct, explicit and systematic approach to phonics in
order to become fluent readers.
