HUD USER Releases New 2007 GSE Mortgage Data

MULTIFAMILY DATA:

Data sets on single-family and multifamily mortgage purchases in 2007 by Fannie Mae and Freddie Mac (Government-Sponsored Enterprises, or "GSEs") are now available from HUD USER. The 2007 data sets add a fifteenth year in the GSE public-use mortgage data series, previously released by HUD for 1993 through 2006. The GSE housing goals specified by HUD in November 2004 took effect in 2005. HUD also established new GSE home purchase subgoals in 2005.

GSE mortgage data supply mortgage lenders, planners, researchers, and housing advocates with a wealth of information concerning the flow of mortgage credit and capital in America's communities. Fannie Mae and Freddie Mac are required to meet specified goals for purchases of mortgages that finance housing for very low-, low- and moderate-income families and families living in areas traditionally underserved by the mortgage market.

HUD USER releases the GSE Public-Use Database (PUDB) annually in compliance with Section 1323 of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (FHEFSSA), based on loan-level data submitted by Fannie Mae and Freddie Mac. The single-family data set includes detailed information such as the income, race, and gender of the borrower as well as the census tract location, loan-to-value (LTV) ratio, seasoning, purchase/refinancing, and affordability. The data also include property and unit-class information on all multifamily mortgages acquired by the GSEs. Multifamily property-level data include information on the size of the property, categorized by unpaid principal balance (UPB), and type of seller/servicer from which the GSE purchased the mortgage. The multifamily unit-class file includes information on the number and type and affordability of the units. Both the single-family and multifamily data include indicators of whether the purchases are from "underserved" census tracts, as defined in terms of their median income and percentage minority population.

In accordance with the Notice of Final Order, published in the Federal Register on October 4, 2004, the PUDB includes additional data on loan purpose, metropolitan area indication, federal guarantee, race, gender, and occupancy code for single-family loans, and date of mortgage note and seller institution for multifamily loans.

The single-family data set consists of three files: Census Tract, National A, and National B files. The Census Tract file includes information on the location of the property based on the 2000 Census, while the National files are stripped of detailed geographic information. The multifamily data set consists of two data files for each year: Census Tract and National files. The National file of the multifamily data set excludes location information. This is the fifth year for which locations are specified, in the two Census Tract files, in terms of the 2000 Census geocoding system.

The single-family and multifamily data sets covering the entire Nation are available on CD-ROM (ASCII format). Single-family Census Tract data are also available in extracts for individual States and Metropolitan Statistical Areas (MSAs). Multifamily Census Tract and National data are available through download from http://www.huduser.org. A "Data Dictionary," sent with each order, describes the elements in each data set and contains files that give State, MSA, and county names corresponding to the numeric codes.

HUD's mission regulatory authority with regard to Fannie Mae and Freddie Mac, with the exception of matters pertaining to fair housing/lending, was transferred from HUD to the Federal Housing Finance Agency (FHFA) by the Housing and Economic Recovery Act of 2008 (HERA), which was enacted in July 2008. HERA specifically transferred authority from HUD to the FHFA with regard to the release of this data. The data is being released by the FHFA, but initially it will reside on the Web at HUD USER, the site sponsored by HUD's Office of Policy Development and Research.
