I think its important that Virginia brought in the qualifier "who had this as a goal" You also need to qualify the "advancement" or "completion" by considering the level of the learners at the beginning of the period being measured and the amount of instructional hours leading to that advancement. There is a great variation among our learners that we need to honor as authentic and clearly measure for the information of funders.
