Are there Literacy Volunteers or adult basic education (literacy) programs in your area that might have these kinds of assessments and perhaps training if needed in how to conduct them? Over the years we have used the READ test, TABE, CASAS, and several Individual Reading Inventories, as well as interview tools. The ARCS from the National Institute for Literacy is also a great resource for adult reading assessment.
