Value Driven Health Care

On April 25, 2007 CMS issued a State Medicaid Directors (SMD) letter to announce a national Value-Driven Health Care (VHC) initiative, as well as a new national Medicaid Quality Improvement Program (MQIP) goal. The VHC consists of four "cornerstones": Interoperable Health Information Technology, Transparency of Quality, Transparency of Price, and Incentives for High-Value Health Care. The SMD letter was accompanied by a preliminary list of States considered supportive of the VHC Initiative based on their use of one or more AQA measures in addition to participating in one or more other activity related to VHC.

The letter also informed the State Medicaid Directors that CMS will be working with States to achieve a two-part goal under the Federal Government Performance Results Act (GPRA). In the short term, CMS seeks to demonstrate quality improvement in a targeted number of States. In the longer term, CMS will work with States to develop a National Medicaid Quality Framework.
