SUBJECT: Authority for Congressional Relations Activities

By virtue of the authority vested in me as Secretary of the Treasury, including the authority in Reorganization Plan No. 26 of 1950, the Assistant Secretary (Legislative Affairs) is delegated authority and responsibility for coordinating Congressional relations activities, and the efforts of all personnel while performing these activities, throughout the Department of the Treasury. In carrying out this responsibility, the Assistant Secretary (Legislative Affairs) shall, among his other duties:

1. assist the Secretary in determining feasible Congressional relations policy;

2. direct, coordinate, and evaluate the Department's Congressional Relations Program, except appropriation matters;

3. act as a conduit for the continuous exchange of information between the Congress and the Department;

4. service Congressional mail, inquiries, requests, etc.; and

5. promulgate such directives as are necessary to implement this authority.

The bureaus shall continue to provide positions and funds and otherwise exercise administrative authority over employees involved in Congressional relations activities.

This order supersedes Treasury Order No. 170-7, dated February 23, 1961, and those portions of other orders and circulars which delegate authority and supervision of Congressional relations matters to bureaus of the Department of the Treasury.
