SUBJECT: Delegation to the Director, Bureau of Engraving and Printing, for the Redemption and Destruction of Unfit Currency and the Destruction of Waste and Spoiled Items

1.    DELEGATION. By the authority delegated to the Treasurer of the United States, I hereby delegate to the Director, Bureau of Engraving and Printing (BEP), the authority and responsibility for the redemption and destruction of unfit currency and the destruction of waste and spoiled items produced in printing currency, securities, postage stamps and the like, worn out or obsolete plates, dies, and similar items and materials.

2.    REDELEGATION. The Director, BEP, may redelegate this authority and responsibility to Associate or Assistant Directors of BEP, who may redelegate such authority and responsibility to their subordinates, as appropriate. All redelegations shall be in writing.

3.    PROCEDURES.

    a.    The BEP shall follow the procedures on the exchange of mutilated paper currency contained in 31 CFR Part 100, Subpart B.

    b.    To the extent they are not inconsistent with this Directive, the "Regulations for the Destruction of Security Items" issued in November, 1975 by the then Assistant Secretary for Enforcement and Tariff Affairs shall apply and remain in force until the Director, BEP, pursuant to this delegation, adopts new destruction procedures. The new procedures shall be reviewed and approved by the Treasurer and by the Under Secretary (Enforcement) for security concerns as set forth in Treasury Order 135-01. The Director, BEP, is further authorized to modify and adapt the existing procedures to accommodate any redelegations.

4.    AUTHORITIES. Treasury Order 135-01, "Delegation of Authority and Responsibility for Destruction of Security Items."

5.    CANCELLATION. Treasury Directive 19-06, "Delegation to the Director, Bureau of Engraving and Printing for the Redemption and Destruction of Unfit Currency and the Destruction of Waste and Spoiled Items", dated December 2, 1992 is cancelled.
