SUBJECT: International Transport of Goods Under Cover of Transport International Routier- International Road Transport (TIR) Carnets

1. DELEGATION.  The Commissioner, United States Customs Service is hereby delegated authority to take all necessary action required of the United States under Section 1 of Article 5 of the Customs Convention on the International Transport of Goods Under Cover of TIR Carnets (TIR Convention).  The Commissioner shall exercise this authority subject to the conditions set forth in Section 2 of said Article 5.

2. CANCELLATION. Treasury Directive 15-21, "International Transport of Goods Under Cover of TIR Carnets," dated July 30, 1986, is superseded.
