SUBJECT: Organization and Functions of the Office of the Assistant Secretary (Legislative Affairs)
1. PURPOSE. This directive describes the organization and functions of the Office of the Assistant Secretary (Legislative Affairs).
2. THE ASSISTANT SECRETARY (LEGISLATIVE AFFAIRS) reports to the Secretary through the Deputy Secretary and is responsible for the following functions:
a. advises the Secretary of the Treasury and Department of the Treasury officials on legislative policy and strategy;
b. directs, coordinates and evaluates the Department of the Treasury's congressional relations program, except for certain appropriation matters, which will be done in coordination with the Assistant Secretary (Management);
c. acts as primary liaison between the Congress and the Department of the Treasury;
d. services congressional mail, inquiries, requests, etc., except for matters that are subject to Office of Management and Budget (OMB) Circular No. A-19, which are governed by Treasury Directive (TD) 28-02;
3. ORGANIZATION STRUCTURE. Under the supervision of the Assistant Secretary are the Deputy Assistant Secretary (House), the Deputy Assistant Secretary (Senate), and the Director, Office of Legislative Affairs.
4. THE DEPUTY ASSISTANT SECRETARY (HOUSE) shall advise the Assistant Secretary (Legislative Affairs) on the development of congressional relations policy and strategy with regard to the U.S. House of Representatives.
5. THE DEPUTY ASSISTANT SECRETARY (SENATE) shall advise the Assistant Secretary (Legislative Affairs) on the development of congressional relations policy and strategy with respect to the U.S. Senate.
6. THE DIRECTOR, OFFICE OF LEGISLATIVE AFFAIRS shall:
a. manage the daily administrative operations and support staff of the Office of the Assistant Secretary (Legislative Affairs); and
b. supervise the Congressional Correspondence Unit and the Legislative Reference Unit. Specific functions of these subordinate offices are the following:
(1) The Congressional Correspondence Unit receives, reviews and analyzes congressional inquiries addressed to the Secretary of the Treasury or the Assistant Secretary (Legislative Affairs) and coordinates the preparation of responses, except for matters that are subject to OMB Circular No. A-19, which are governed by TD 28-02.
(2) The Legislative Reference Unit establishes and maintains files on legislation, testimony transcripts and publications and researches information on legislation pending before the Congress, such as legislative histories, responses to procedural questions, bill status and floor schedules.
