In conjunction with OFAC's recent interim final rule, "Economic Sanctions Enforcement Procedures for Banking Institutions," OFAC published in the Federal Register on January 12, 2006, a companion notice of partial withdrawal of the 2003 proposed Economic Sanctions Enforcement Guidelines. Those proposed Guidelines appeared in the Federal Register on January 29, 2003. The 2006 partial withdrawal only applies to the 2003 proposed Enforcement Guidelines to the extent that the latter applied to banking institutions, as defined in the new interim final rule.
