Call for Applications
Mobile Health Education Project Award

The NN/LM SCR is accepting applications for the Mobile Health Education Project (MHEP) Award. The purpose of the MHEP Award is to provide an opportunity for Network members to provide access to health information utilizing mobile technologies. Projects may target health professionals, public librarians, public health workers, or consumers. Network members are encouraged to identify a target audience not normally reached to promote awareness and utilization of the products and services of the National Library of Medicine (NLM) and NN/LM.

Eligibility

Network members in the NN/LM SCR (Arkansas, Louisiana, New Mexico, Oklahoma, and Texas) are eligible to apply. Network membership is free and open to anyone interested in providing health information. To apply for membership: http://nnlm.gov/scr/services/member.html.

Potential Projects

Projects may address one or more of the following technology needs (these are examples only and are not meant to be all-inclusive):

  • Increase outreach to satellite offices, community clinics, and other locations outside of the applicant's institutional walls by providing training to users at the point of need using a wireless-enabled tablet PC and portable projector for presentations on PubMed and other NLM products;
  • Expand outreach to consumers by utilizing a portable projector and portable printer to provide training sessions on using MedlinePlus in public libraries, community health centers, etc.;
  • Provide training in remote areas where traditional Internet access is not available by purchasing a wireless wide area network card and wireless wide area network Internet service;
  • Build a mobile traveling lab, including wireless-enabled portable computers, a portable wifi access point, and projector for training small groups in remote locations.

Funding

Two (2) projects of up to $6,000 each will be awarded.

Budget Guidelines

Personnel, food, and Indirect Costs are not allowed.

Funds may be requested for the following types of expenditures (these are examples only and not meant to be all-inclusive):

  • Computer equipment
  • Software applications

Period of Performance

Up to 12 months from date of the award.

Evaluation Criteria

The merits of each application will be carefully evaluated based on the following criteria:

  • Clear understanding of target population
  • Identification of need and appropriate technology plan
  • Reasonable goals and methodology
  • Plans for evaluation of the project
  • Appropriate budget

Deliverables

One semi-annual and one final report will be required. The reports should include: activities conducted, problems encountered, and progress toward objectives. The NN/LM SCR will provide a copy of the report template.

Because training is a required aspect of this project, the subcontractor will complete a record of the event in the NN/LM online outreach activity and reporting (OARF) system within two weeks of the activity. The NN/LM SCR office will provide an instruction manual for inputting this information into the system.

In addition to the aforementioned reporting requirements, the subcontractor shall provide copies of all communications, materials produced, press releases, advertisements, and articles for newsletters related to the project. In accepting the award, the subcontractor gives permission for use of such materials by the NLM and NN/LM.

Publication and Publicity

The Subcontractor shall acknowledge the support of the National Library of Medicine whenever publicizing the work under this contract in any media by including an acknowledgment substantially as follows:

National Institutes of Health (NIH) Public Access Policy Requirement

In accordance with the NIH Public Access Policy (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-08-033.html) investigators must submit or have submitted for them their final, peer-reviewed manuscripts that arise from NIH funds and are accepted for publication as of April 7, 2008 to PubMed Central (http://www.pubmedcentral.nih.gov/), to be made publicly available no later than 12 months after publication. As of May 27, 2008, investigators must include the PubMed Central reference number when citing an article in NIH applications, proposals, and progress reports that fall under the policy, and was authored or co-authored by the investigator or arose from the investigator’s NIH award.
