Dear Mr. President:
This letter transmits the Office of Personnel Management's (OPM) Annual Report to Congress on our competitive sourcing accomplishments required by section 647(b) of the Transportation, Treasury, and Independent Agencies Appropriations Act, 2004, as incorporated in Division F of the Consolidated Appropriations Act, 2004 (Public Law 108-199). It is prepared using the guidance contained in the Office of Management and Budget's memorandum of October 15, 2004.
Information on completed and announced competitions is provided in the spreadsheets at Enclosure 1. The total projected number of full time equivalents (FTE) of Federal employees, which are included in comptetitions scheduled during Fiscal Year 2005, and a general description of how the competitive sourcing decision-making processes are aligned with OPM's implementation of our Strategic Management of Human Capital Initiative are addressed in Enclosure 2.
