Planning Awards

Deadline for submission of applications: August 1, 2008

The NN/LM Middle Atlantic Region (MAR), as part of its outreach and library improvement programs and its Strategic Program Plan for Network Members, is accepting applications from MAR full and affiliate network members to plan or determine the feasibility for future library improvement and outreach projects. Library improvement includes strengthening the technological capabilities of libraries to respond to changes in the health information environment and to users’ needs, the ability of libraries to share resources, share and build on best practices, identify emerging opportunities and threats to libraries and develop a plan to address them. Outreach includes reaching out to communities that a library does not usually serve, or expand services to communities that are underserved and offering training, document delivery partnerships, collaborative programming and reference and research support.

Planning is the foundation for success of any project. Three awards at $15,000 each are available.

Examples of potential planning award projects are:

  • Developing, expanding or promoting consortia that provide improved access to biomedical literature or provide improved library services
  • Developing models of e-licensing and e-serials management that can be used by small to medium-sized hospital libraries
  • Developing a region-wide leadership institute and mentoring program
  • Hosting a series of planning meetings with potential outreach partners.
  • Conducting a state-wide library disaster/emergency preparedness planning meeting.
  • Holding meetings to identify historical medical collections in the region for inclusion in NLM’s Directory of History of Medicine collections.

Other planning projects or ideas are welcome.

Eligibility

  • Full or affiliate MAR members in Delaware, New Jersey, New York and Pennsylvania.
  • Partnerships between MAR members and community, health, senior and diversity organization are strongly encouraged.

Applicants should fill out the online application form.

Evaluation Criteria

Planning Theme - 35 points
Relevancy of theme to the Strategic Program Plan for Network Members, and ability of plan to reach and impact network member libraries. An evaluation form/tool for participants should be included.

Plan Process and Budget - 35 points
Ability of applicant(s) to meet objectives, appropriately plan and spend money, feasibility of planning process resulting in an outreach project or improved library services.

Experience & Qualifications of Staff - 30 points
Experience and qualifications of key personnel, including names of potential partners. Letters of support from potential partners should be included.

Total Possible Points: 100
Applications will be reviewed by the Outreach Committee or Library Improvement Committee or Resource Sharing Committee, depending on planning award application area of interest.

Cost Proposal Instructions

Total allowable, reimbursable expenses must not exceed $15,000.

Allowable expenses include:

  • Speaker fees and honoraria
  • Personnel
  • Travel including mileage, tolls, and hotel costs
  • Publicity
  • Space rental
  • Electricity
  • Telephone lines/data lines
  • Audiovisual costs
  • Printing/reproduction/duplication including paper and supplies
  • Equipment rental
  • Postage and handling

Non-allowable expenses include:

  • Indirect costs
  • Food or beverages
  • Furniture
  • Equipment purchase

Reporting Requirements

A final report, including a blog/newsletter article, must be submitted using the appropriate form within 30 days of completion of the project. Award recipients are encouraged to take photographs for inclusion in the report and article. Reports must be submitted to the MAR within three (3) months of completion of the project.

If this project results in a manuscript that will be submitted for publication, in accordance with the NIH Public Access Policy, project directors are asked to submit voluntarily to the NIH manuscript submission (NIHMS) system at PubMed Central (PMC) the author's final manuscript upon acceptance for publication, resulting from activities and/or research supported in whole or in part with direct costs from this award. PMC is the NIH digital repository of full-text, peer-reviewed biomedical, behavioral, and clinical research journals. It is a publicly-accessible, permanent, and searchable electronic archive available on the Internet at PubMed Central.

Website Compliance
If a website is developed under this award, the website must adhere to Section 508 compliance. Resources for this compliance include the National Library of Medicine Web Applications/Site Development Guidelines and Summary of Section 508 Standards.

Period of performance is twelve months from award date.
