The AGENCY proposed the use of "district-wide" area of consideration
for merit promotion actions of GS-7 through GS-13 positions.
The UNION proposed to retain the existing contract language.
ARBITRATOR Mary E. Jacksteit ordered the parties to adopt the UNION's
proposal.
