The AGENCY proposed changing the wording in the current agreement to provide that nonemergency "leave request should be made at least 5 workdays in advance, and will be considered on an individual basis."

The UNION proposed that the parties retain the status quo wording of the current contract, which requires employees to submit their leave requests "normally in advance."

The PANEL ordered the parties to adopt the UNION's proposal.
