Abstract

Over the last 20 years, alternative dispute resolution (ADR) has become an entrenched part of the legal system in the United States as parties considering litigation seek to reduce the time and expense of court proceedings. The U.S. Institute for Environmental Conflict Resolution (USIECR) was established by Congress in 1999 as a means for bringing ADR methods to bear on the often complex environmental disputes that involve federal agencies or interests. One situation where the USIECR has proved its mettle is in the controversy over the restoration of the Everglades. The USIECR has helped the disparate parties involved to work together more cooperatively to broker an interim water management plan so that work on longer-term solutions can proceed.
