Subjective Science: Environmental Cost-Benefit Analysis Charles W. Schmidt Abstract The Office of Information and Regulatory Affairs, located within the Executive Branch of the federal government, is at the center of a debate over its rapidly growing role in environmental rule making and in particular its efforts to promote cost-benefit analysis in regulatory processes. Some of those opposed to cost-benefit approaches claim such methods are not developed enough for use in assigning value to benefits from regulatory changes.
