Regulation is left largely to state and local officials, with no federal support, and regulators are caught between commerce and environmental protection. Localities often have to wage lengthy court battles to get relief from nearby noise sources. One way to better regulation may lie in one or more powerful states setting influential standards to serve as an example to other states.
