GAO Sounds Off on Chemical Regulation Harvey Black Abstract A June 2005 report from the Government Accountability Office focuses on Environmental Protection Agency (EPA) efforts to assess and regulate chemical risks as well as publicly disclose information voluntarily provided by chemical companies under the 1976 Toxic Substances Control Act (TSCA) . Although the EPA’s High Production Volume (HPV) Challenge Program was put in place to help the agency gather data on those chemicals produced in the highest volumes, the report points out that manufacturers still have not provided data on many chemicals in the program. The report also voices concern over the way in which new chemicals are examined, and recommends that Congress give the EPA the authority to require chemical manufacturers to develop and provide the agency with test data on HPV chemicals—a recommendation echoed in legislation introduced before Congress in the summer of 2005.
