The Price of Life in the Fast Lane Richard Dahl Abstract There is a growing movement in the United States toward the construction and implementation of high-occupancy toll (HOT) lanes for heavily traveled urban and suburban highways. Road authorities in several metropolitan areas around the United States are turning to HOT lanes for relief from traffic congestion and revenues for transportation projects despite reservations in some quarters about how they should best be implemented and how useful they are at ameliorating air pollution.
