Keeping Afloat: A Strategy for Small Island Nations Charles W. Schmidt Abstract Dotting the globe are 40-plus small island nations that face a rising tide of woes. Global climate change is raising sea levels and spawning more intense tropical storms, which endanger the very existence of these states. These countries are also vulnerable to economic changes wrought by the World Trade Organization as it strives to liberalize global trade. In January 2005, more than 2,000 stakeholders drew up the Mauritius Strategy for improving the outlook for these tiny nations. This strategy seeks to carve out a unique place for these states in terms of foreign aid and other development areas.
