The findings of this analysis are consistent with NCFL's historical data which shows that programs with strong implementation yield results and success for multiple generations. Even Start – Funding for Fiscal Year 2003 Still in Question Congress recently adjourned having not finished all of the annual appropriations measures for fiscal year 2003. As a result, Even Start funding for fiscal year 2003 will be decided when the 108th Congress convenes in January. Between now and January, it is important that Even Start supporters continue to contact Members of Congress and encourage them not to cut funding for Even Start.
