Changes in TIC Historical Data Files, Beginning with Release on Nov. 16, 2006
1. Change in date-order. For ALL historical data files, the dates will start with the latest month at
the top of the file, and run down to the oldest month at the bottom of the file.
However, the change in date-order will be delayed until the December 15, 2006 release for eleven
files: absdata.txt, absdata.csv, agnsect.txt, corpsect.txt, netfsec.txt, stksect.txt,
swapdata,txt, swapdata.csv, tressect.txt, treas_nonmkt.csv, and treas_nonmkt.txt.
2. Overall, data will be available for a larger number of countries, but the list
of countries will be different for each of the three data sections -- banking
liabilities, banking claims, and transactions in long-term securities.
3. Changes in the data files on Banking Liabilities.
(a) There will be significant changes in the format of the data, including: the old
column on Other Liabilities will be split into two columns on Other Short-term
Negotiable Securities and Selected Other Liabilities; the two columns on
Short-term U.S. Treasury Obligations will be combined into one column; and the column
on liabilities to own foreign offices will be discontinued. The new formats are
available at the "country files" link in the NEWS section of the TIC homepage.
(b) The new data files will be revised back to February 2003 for the countries now
being reported, except for the discontinued files listed in (e) below.
(c) Beginning with data for June 2006, data will be available for these additional countries and groups:
Cyprus, Kazahkstan, Monaco, Ukraine, the Euro Area, Belize, Bolivia, Costa Rica,
El Salvador, Honduras, Paraguay, Aruba, Barbados, British Virgin Islands, Dominican
Republic, Haiti, Jordan, Kenya and Total Regional Organizations.
(d) Beginning with data for June 2006, data on only total liabilities and total
liabilities payable in dollars will be available for these countries and groups:
Bulgaria, Iceland, Serbia and Montenegro, the European Union, Guyana, Nicaragua,
Suriname, Anguilla, Antigua and Barbuda, Cuba, French West Indies, St. Kitts
and Nevis, Turks and Caicos Islands, Bangladesh, Laos, Lebanon, Syria, Yemen,
the Asia Oil-exporting Countries, Botswana, Mauritius, Mozambique, Tanzania,
Uganda, Zambia, Zimbabwe, the Africa Oil-exporting Countries, and French Polynesia.
(e) Data for the following will be discontinued: Congo (Kinshasa),
Other Europe, Other Latin America, Other Caribbean, Other Asia, Other Africa,
All Other Countries, European Regional Organizations, Latin American Regional
Organizations, Caribbean Regional Organizations, Asian Regional Organizations,
African Regional Organizations, and Middle Eastern Regional Organizations.
(f) Past data, in the previous format, is available for all countries/groups, including
the discontinued ones. The release on October 17, 2006, covering the period
through August 2006, was the last release of data in the previous format. Those
data are available in the space-delimited text file "lb_globl.tic", which is
contained in the archive file "ticrel_20061017.zip" on the TIC website
at: http://www.treas.gov/tic/ticarchives.shtml.
(g) The Treasury Bulletin table CM-I-1, Total Banking Liabilities to Foreigners
by Type and Holder, will be available monthly on the TIC webpage, U.S. Banking
Liabilities to Foreigners.
4. Change in the data files on Banking Claims.
(a) There will be significant changes in the format of the data, including: addition
of a column on Total Own Claims Payable in Dollars, which is simply the sum
of the continuing data on the components; and the column on claims on own foreign
offices will be discontinued. The new format is shown in the file at the "country
files" link in this NEWS section of the TIC homepage.
(b) The new data files will be revised back to February 2003 for the countries now being
reported, except for the discontinued files listed in (e) below.
(c) Beginning with data for June 2006, data will be available for these additional countries
and groups: Kazahkstan, the Euro Area, Bolivia, Costa Rica, El Salvador, Honduras,
British Virgin Islands, Dominican Republic, and Total Regional Organizations.
(d) Beginning with data for June 2006, data on only total claims and total own
claims payable in dollars will be available for these countries and groups:
Bulgaria, the European Union, Nicaragua, Paraguay, Anguilla, Barbados, Haiti,
Jordan, Lebanon, the Asia Oil-exporting Countries, Cameroon, and the Africa
Oil-exporting Countries.

Asian Regional Organizations, African Regional Organizations, and Middle Eastern
Regional Organizations.
(f) Past data, in the previous format, is available for all countries/groups,
including the discontinued ones. The release on October 17, 2006, covering the
period through August 2006, was the last release of data in the previous format.

5. Changes in the data files on Transactions in Long-term Securities.
(a) There will be no changes in the format or content of the country files.
(b) Beginning with data for June 2006, data
will be available for these additional countries and groups: Cyprus, Kazahkstan,
Monaco, Ukraine, the Euro Area, Costa Rica, Anguilla, Barbados, British Virgin
Islands, and Total Regional Organizations.
(c) Data for the following will be
discontinued: Congo (Kinshasa), Ghana, Other Europe, Other Latin America, Other
Caribbean, Other Asia, Other Africa, All Other Countries, European Regional
Organizations, Latin American Regional Organizations, Caribbean Regional Organizations,
Asian Regional Organizations, African Regional Organizations, and Middle Eastern
Regional Organizations.
(d) The data release on November 16 also will include new tables of net transactions
by country in U.S. and foreign long-term securities. These tables will include
data on net transactiions by Asia Oil-exporting Countries and Africa Oil-exporting
Countries.
(e) Past data, in the previous format, is available for all countries/groups,
including the discontinued ones. The release on October 17, 2006, covering the
period through August 2006, was the last release of data in the previous format.
