I am actually requesting clarification on the use of an auto dialer by a creditor to a consumer's cell phone number especially if consumer willingly provided the number. I also would like insight to how a collection agency can attempt to contact a debtor and identify themselves as a collection agency on answering machines without violating the 3rd party disclosure regulation. Does this also apply to the owners of a debt (1st party collections)?
