Impact Evaluation at MCC

Energy Sector in Tanzania

Evaluation Description

Tanzania’s compact program has projects in the following sectors: water, transport and energy.  The energy sector project is the focus of rigorous evaluation and is designed to increase business value-added and household incomes, by providing better quality and more reliable energy to current and new customers. 

The impact evaluation will estimate the impact of better quality and more reliable energy for existing customers and energy line extension to new customers. While the impact evaluation of the project is still under design, it will most likely use a regression discontinuity design to assess the project’s effects on the wellbeing of the beneficiaries, including education outcomes, household income, business income, and contribution to income and resource allocation within households. 

Once the project is further defined, with:

  1. detailed maps of where new lines will be laid,
  2. detailed schedules of when new lines will be laid, and
  3. more information on how connection costs will be paid, a final impact evaluation design will be determined.

Data Collection

MCA-Tanzania will contract a firm for data collection through a competitive bidding process.  More information will be available once the impact evaluation design is complete and the data collection firm is selected.
