Country Director
Stephen B. Gaull, Country Director, is responsible for overseeing MCC’s investment operations in several countries in Africa. He led the MCC team that closed a US$110 million Compact with Cape Verde and manages a US$6 million assistance program to help develop and implement a Compact in Mozambique. His responsibilities include leading multi-functional teams on complex transactions, and managing relationships with high-level Government officials.
Mr. Gaull has been involved in finance and development since 1988, covering Latin America, Africa, and Asia. He has worked on private and public investment programs, in positions that include project sponsor, lender, financier, and advisor. He is an expert in public-private partnerships, and he has worked in the private sector, government, and multilateral development banks.
Prior to MCC, Mr. Gaull was a Managing Director at Aegis Capital Corporation, a start-up merchant bank/business development company, focused on trade and transportation security in developing countries. He helped establish the business plan and secure a US$30 million loan approval to capitalize the company. He also served as an Executive Fellow at the Export-Import Bank of the United States, where he originated project and structured-finance transactions, and advised on loan restructurings. Before his government service, Mr. Gaull worked on project development and finance at Bechtel Enterprises. He helped open the group’s office in São Paulo, where he was instrumental in establishing the company’s presence in Brazil. He closed several advisory mandates, contracts, and joint ventures, and managed the initial US$700 million, multi-project development agenda for an innovative public-private partnership with the Government of Brazil, covering surface transportation, inter-modal logistics, and telecoms. Mr. Gaull has also served as a foreign direct investment advisor to the Chairman’s Office of the LG Group in Korea. He started his career at the World Bank and International Finance Corporation, where he worked on private/financial sector development and energy sector development in Latin America and Africa.
Mr. Gaull is fluent in Portuguese and Spanish and proficient in French. He received an M.B.A. from Georgetown University, an M.A. from Columbia University in international affairs, and a B.A. from Swarthmore College in political science.
