Delia Welsh
Associate Director, Monitoring and Evaluation
Delia Welsh, Associate Director for Monitoring and Evaluation (M&E) at the Millennium Challenge Corporation (MCC), oversees the development of detailed plans to measure the results of MCA grants. M&E staff work closely with eligible country counterparts to analyze the economic and poverty impact of proposals. In addition, they identify indicators and targets to track progress towards program objectives and integrate methods for evaluating impact into program design.
Ms. Welsh has worked for the MCC since it was established in January of 2004, and previously served as a member of the interagency team that helped develop the corporation, its mission, and its authorizing legislation. She has contributed to the development of Compacts for Madagascar, Senegal, Sri Lanka, Benin, and Morocco.
Prior to MCC, Ms. Welsh was a Program Examiner at the Office of Management and Budget providing oversight of several foreign assistance accounts. She has also worked for the Congressional Budget Office, the World Bank, several non-profit organizations, and was awarded a Fulbright Fellowship to research Morocco’s privatization program.
Delia holds a MPA from the Woodrow Wilson School of International and Public Affairs at Princeton University, and a BA from Colby College. She has lived in Norway, France, Morocco, and Kazakhstan.
