Michael Casella

Deputy Vice President, Administration and Finance

As Deputy Vice President for Administration and Finance, Mike Casella assists the Vice President in managing all aspects of the day to day operations of the Millennium Challenge Corporation, including budget, financial management, procurement, travel, information technology, human resources, administrative operations and security.  In this role, some of Mr. Casella’s specific duties include development and justification of the MCC budget, coordination with the Inspector General on audit recommendations, and oversight of key management improvement projects at MCC.

Prior to joining MCC in 2006, Mr. Casella served for six years as Chief of the International Economic Affairs Branch at the Office of Management and Budget, where he was responsible for budget and management oversight of U.S. economic assistance and trade agencies and programs, including the MCC, the President’s Emergency Plan for AIDS Relief, the U.S. Agency for International Development, the Export-Import Bank, the Overseas Private Investment Corporation, the Peace Corps, and U.S. contributions to the Multilateral Development Banks.  Previously, Mr. Casella was a Program Examiner at OMB, where he received an Exceptional Service award in 1993 for his work on U.S. assistance to the former Soviet Union.  Mr. Casella has also served as a Budget Advisor to the Moldovan Minister of Finance, and as a Trade Economist for the U.S. Department of Commerce.

Mr. Casella received a Masters of Public and International Affairs from Princeton University, and a Bachelor’s Degree in Government from Cornell University.
