Harry “Hap” Carr

Managing Director, Monitoring and Evaluation

Harry “Hap” Carr, Managing Director for Monitoring and Evaluation (M&E) for the Millennium Challenge Corporation (MCC), is responsible for the management of the M&E Division, overseeing the development and maintenance of MCC’s performance reporting systems and the communication, storage and reporting of MCA country results and publicizing the lessons on development assistance that MCC learns.  He is also Practice Leader for Monitoring and Evaluation, advising field staff as they work closely with country counterparts on analyzing potential economic and poverty impact of proposals, refining programs when necessary, drafting M&E plans and evaluating the results of MCA grants. 

Mr. Carr has spent more than thirty years working in international economic development, mainly in a consulting capacity concentrating on strategic planning, evaluation, performance monitoring, and organizational analysis and strengthening.  He has held management and consulting positions at Management Systems International (MSI), most recently, as well as Checchi and Company Consulting and PKF International Consulting, where he provided services to USAID, the World Bank, the Inter-American Development Bank and other international and national development agencies.  He has served overseas as a World Bank Resident Advisor in strategic planning in Mozambique on a project with its national railroad, the US Peace Corps Public Administration Technical Representative in Brazil, and a Peace Corps Volunteer in Venezuela as a municipal administration advisor.  He served in the Office of the Secretary General of the Organization of American States (OAS), where he was responsible for evaluation and program design functions, and as the Technical Secretary to the Committee on Administrative and Budgetary Matters of the OAS Permanent Council.  He was an Adjunct Professor at the Elliott School of The George Washington University, where he taught a course in the design of development projects.

Mr. Carr holds a B.A. in Political Science and an M.A. in International Relations, both from the University of Pennsylvania, and an M.P.A. in Policy Analysis from The Wharton School.  He is fluent in Spanish and Portuguese.
