Idaho Tank Farm Facility Waste Determination
|
The Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 basis of determination for the disposal of grouted residual waste in the tank systems at the Idaho Nuclear Technology and Engineering Center (INTEC) Tank Farm Facility (TFF) was signed by the Secretary on November 19, 2006. Section 3116 authorizes the Secretary of Energy, in consultation with the Nuclear Regulatory Commission (NRC), to determine that certain waste from reprocessing is not high-level waste if it meets the provisions set forth in Section 3116. Although not required by the Act, DOE made the draft waste determination available for public review and comment.
NRC issued their report on consultation, the Technical Evaluation Report (TER), on October 20, 2006, and it is available on the NRC electronic reading room at http://www.nrc.gov with an ADAMS accession number of ML062490108. Also, available on the NRC electronic reading room are the NRC Request for Additional Information (RAI) with the DOE responses to those RAIs. In addition to the NRC TER, several other documents support the information in the waste determination and DOE has included links to those documents in order to assist the reader. For example, a National Environmental Policy Act (NEPA) Record of Decision (ROD) was amended to reflect the Department’s decision to grout the cleaned TFF, and TFF system.
