Keith Smiley joined the National Institute for Literacy as its contracts specialist in September 2006. Prior to coming to the Institute, Smiley was with ComTech Communication Technologies, a broadband services and information technology company. While at ComTech, Smiley developed a viable contracts department by implementing a systematic contract administration plan to support program managers in preparing, negotiating and maintaining government and commercial contracts.

Smiley earned a B.A. degree in Business Management from Howard University and holds an ESI Masters Certificate in Government Contracts. His hobbies include biking, traveling and collecting tropical salt water fish.
